'Unfortunate delay' sees final hotel quarantine report pushed back until December

The inquiry into Victoria's failed hotel quarantine scheme will delay handing down its final report by more than a month, instead delivering an interim report with recommendations on November 6, as it waits for more evidence to be produced.
