Health Minister says coronavirus risk 'very low' as WA prepares to open up

WA is ready to shift to a controlled border due to the low rates of COVID-19 in other states, its Health Minister Roger Cook says, but he warns stricter measures may be reinstated if an outbreak takes hold.
